Outlook Add-In always disabled on startup


I am running Outlook 2010 32 bit on Windows 7 Ultimate, with IE10. Downloaded a "fresh" copy of Outlook TodoistADX add-in today. Still, every time I open Outlook the add-in is disabled. I have to manually enable it, then it works fine. No error messages. I checked the registry and the load behavior is set to 3.

I fixed it. Downloaded OffIns utility recommended in another post and found a second registry key that was disabled. Changed that to Load on Startup and now it works properly.
