Can I use the premium "add note" feature directly on the todoist app?

I tried but could not. I figured out now on the main site however. Also, on the app there's basically no major functionality changes between standard and premium status.

unfortunately, this option is currently not available, but thank you for your feedback, we appreciate it and will consider adding it in future updates.
