For now, please tell me - what version of WIndows are you using and if you're the administrator on your system or are you using a "user account"?

I work with Outlook 2007 in Windows 7 Ultimate, and my account is a member of Administrators Group.
The issue that causes this has not been fixed in this update, but please tell me - did you send an error report? If not, you can send any logs you'd like to provide to firstname.lastname@example.org We'd appreciate your help.
