Can't run Windows app more than once
I use two different user accounts on the same machine for different purposes. If I have Todoist running in one account, it won't start in the other account (no messages of any sort - just no response).

Ok - but that's a show-stopper for anyone using the Windows app when switching between Windows accounts. Really there is no need for it - what your developer meant to implement was that the application can only be run once per logged in Windows user (i.e. per 'desktop'). This is a bug, not a feature, IMHO.
I appreciate your target is probably mobile devices, where the situation doesn't arise, rather than desktop PCs.
I was trying to decide whether to use the Windows app, or just stick to the browser version, so this limitation forces my decision. Luckily the browser version is so good it's not really an issue for me.
Thank you for the clarification, I have notified the developers about this issue and we'll see what can be done in this matter. Note - the Windows app, just as all our apps and plugins basically connect with a mini version of the Todoist site so it's possible that this is the cause for this limitation, but we'll look into it.
