Please tell me:
- Did you install the app from this location: http://todoist.com/windows ?
- At which point exactly does this issue occur? Right when you double-click on the installer or at some later point?
- Do you have Microsoft .NET 4 Framework installed? If not, please download it from this location: http://www.microsoft.com/downloads/en/details.aspx?familyid=9cfb2d51-5ff4-4491-b0e5-b386f32c0992

I do have .NET 4 Framework installed.

I get the message immediately after starting the installed app.

Steve,

I've managed to partially reproduce a similar issue when trying to update the app from version 1.6 to 1.8.

Please go to your system's Control Panel -> Programs and Features, then completely uninstall the app from there, make sure you've downloaded version 1.8 from this location: http://todoist.com/windows and install the new version and let me know if the issue persists.
