Can this be used as a team system?
Can ToDoist be used for team tasks where a manager can create and monitor tasks for the other members of his team
unfortunately, Todoist can not be used directly as a team system, but for that you can use Wedoist.
Using Wedoist you can invite people to different projects, assign tasks/updates/comments to them, share documents/files etc.

I was just wondering - can it handle recurring tasks. My purpose is not so much project as ongoing recurring tasks per team member - e.g. "fill out timesheet" or "Check firewall log" ...
Also I would like that a task can be assigned to more than one person - but is actually just one task that can be completed by either one of those who are assigned ... (e.g. it does not matter wether A or B checks the log as long as it is done by either of them)
Unfortunately, Wedoist doesn't support recurring tasks... yet. This feature has been suggested in the Wedoist Votebox, though:
and will eventually be implemented in future development.
As for assigning tasks to more than one person - indeed, only one person can check the task off.
Feel free to add this as a feature request to the Wedoist Votebox and cast your vote for the recurring task feature mentioned above.
For now, you could create multiple Todoist accounts for your employees/co-workers and check the progress on their accounts.
